Questions/Concerns/Feedback about the Draft
If you have questions or concerns, take a look at our FAQ About Registration page with questions we have received about the voluntary Registration system we are looking to propose in the 2010 session. If you do not see your concern or comment addressed there, or need further clarification, we have created a feedback form at the bottom of this page for stakeholders (Massage Therapists or Massage Therapy students) to provide feedback or ask questions. If you are unclear on the differences between the bill from last year and this current language, or the reasons behind the change, take a look at our Registration vs Licensure page.

Notes About the Draft
- In the first hearing there were a handfull of small tweaks to make the language "cleaner" in the words of our chief author. As soon as that version is made available we will post it here. in the meantime we will post a quick run down of those few changes here shortly and as soon as the bill is available on the state's website, we will replace the link in the paragraph above with a link to that page on the state's website, so that as more tweaks occur, you will be able to easily see the progression of the bill's language.
- While this bill changes what we went for last session (last year's bill would have set up a mandatory License and set up our own board) to a voluntary "Registration" and an Advisory Council working under the organization of the Board of Nursing, the majority of the clauses remained in the bill. There is still a Local Pre-emption clause, a reciprocity clause (titled the "Registration by endorsement" clause, and a very generous Grandfathering clause.)
- This is what is called a Title Protection act. That means that only those with the state credential would be able to use the state protected title, in this case, "Registered Massage Therapist" or "RMT".
- Those who choose not to register with the state could go on practicing massage therapy and can advertise that they do massage or massage therapy.
- The only thing those non-registered massage therapists cannot do is say they are a "Registered Massage Therapist".
- This provides the protection to the public for which a state law is intended by providing potential clients with a pre-qualified pool of practitioners who have been vetted for education/experience, relevant criminal history, having current malpractice insurance, etc. The statute, and subsequent "rules" set up by the board also provide an enforceable set of standards as a way to make sure those credentialed practitioners who step out of bounds are held accountable.
- Currently with the MN CAM Law's enforcement having been defunded last year by the "unallotments" used to offset the budget crisis, there is no means of professional discipline for a massage therapist who steps out of bounds with a client. This bill changes that.
